Who is Horizon Parking Sainsburys?

Horizon Parking manages more than 300 car parks for Sainsburys nationwide. The operator is a British Parking Association (BPA) member and, therefore, should follow their Code of Practice.

Because Horizon Parking is part of the Approved Operator Scheme (AOS), they can access details from the DVLA regarding registered keepers. Also, the operator uses Automatic Number Plate Recognition systems in many car parks they manage to identify parking infringements.

Are parking fines on private property enforceable?

A Horizon Parking fine is not enforceable as such. A private operator cannot legally demand you pay a fine. However, if they take you to court and win, a judge will order you to pay. When this happens, there’s no getting out of the fine on private land.

Note: Only a court can order you to pay a fine you get on private land

Will I have to pay a Horizon Parking Sainsburys ticket?

Whether you have to pay a Horizon Parking ticket depends on several things. Did you park incorrectly or forget to pay? Were you late getting back to your car? Or was the fine issued incorrectly?

If the latter applies, you could challenge a Horizon Parking ticket. I suggest you appeal the fine whether you get the notice in the post or left on your windscreen.

It would be a mistake to ignore a parking ticket because they will chase you for the money. First, the operator sends you lots of payment reminders. Each one is more threatening than the previous one.

When you continue to ignore their correspondence, the operator could send your details to a debt collection agency. A debt collector’s correspondence is more threatening, and an agent could turn up at your home.

Lastly, when the parking ticket remains unpaid, Horizon Parking could start legal proceedings to recover the debt!

How can I appeal a Horizon Parking Sainsburys fine?

You can appeal a Horizon Parking Sainsburys fine online. Or you can send the appeal by post to the operator. Either way, all appeals must be filed with a set deadline of 28 days from getting the fine.

Note: Horizon Parking Sainsburys can’t chase you for the money until they decide to reject or uphold the appeal.

You need to provide the following info when you appeal the parking fine:

  • Vehicle registration
  • Parking charge reference details

It’s worth noting that you can’t appeal a Horizon Parking ticket by phone!

What happens when you don’t pay a Horizon Parking Sainsburys fine?

Horizon Parking will chase you for payment. It’s in their Terms and Conditions. They could send you letters asking for payment if the fine was issued correctly. But they cannot legally demand you pay!

The operator could send the information to a debt collection agency. Or they may start legal proceedings to recover the ‘debt’.

Should Horizon Parking Sainsburys give a grace period?

Yes. Horizon Parking Sainsburys should follow the BPA guidelines. It means you should not be given a fine when you are just out of time, by 3 minutes. 

The 10-minute grace period applies to when you return to your car. Plus, you must be parked correctly and paid a fee for the grace period to apply.

Will I get a CCJ for a Horizon Parking Sainsburys fine?

You’d only get a CCJ if you ignore a Horizon Parking Sainsburys fine and refuse to pay. Even when a court orders you to. Being given a parking ticket doesn’t mean you’ll get a County Court Judgement.
