What is a Liverpool parking fine?

A Liverpool parking fine is a penalty issued to a motorist for parking in a way that doesn’t adhere to the parking regulations of the city. 

Civil Enforcement Officers (Traffic Wardens) can attach a PCN to your windscreen, or if they cannot place them, Liverpool council can request the registered keeper’s address and issue a PCN by post.

How can I pay my Liverpool parking fine?

Your PCN will have a unique reference number that you use, along with your vehicle registration to pay online.

Liverpool council has an online PCN payment portal that will also tell you about contraventions. 

To access the portal, you’ll need: 

  • Vehicle registration 
  • PCN reference number
  • Credit or debit card you wish to pay with

You can also pay your Liverpool parking fine via telephone. The automated payment line is available 24 hours a day, 0800 023 7082. Make sure you have the PCN, vehicle reg, and payment card at hand. 

It is possible to speak to an advisor about your Liverpool parking fine on 0151 233 3011.

Liverpool council accepts parking fine payments by post too. Here’s what you’ll need: 

  • A cheque or postal order payable to “Liverpool Council,”
  • With your PCN number on the back

Can I appeal a Liverpool parking fine?

You have the right to challenge a PCN Liverpool, and your appeal should be submitted within 14 days.

With a single PCN appeal, you can appeal online or in writing; if you are appealing multiple fines, it can only be done in writing.

PCN Common Defences

Appealing a PCN can be a time-consuming process. That’s why it’s important to focus on the defences that will increase your chances of success.

There are a few common PCN defences that you can use if you decide to appeal your ticket.

Common PCN Defence Explanation
You were parked correctly By law, your ticket should be cancelled if you haven’t broken any parking laws.
Unclear, incorrect, or missing signage It is a legal requirement that all parking areas or roads with parking restrictions have clear road markings or signage.
You also have a good defence if your ticket was sent in the post, but there were no signs warning of CCTV or ANPR systems when you parked.
You had no way to pay You can appeal your ticket if you can prove that the only available ticket machine was broken or damaged.
You also won’t win your appeal if there is a sign telling you not to park if there is no way of paying.
It wasn’t you who committed the parking infraction The ticket should be cancelled if you didn’t commit the parking infraction as someone else was driving your car.
You couldn’t get back to your car People with some disabilities or small children are protected from discrimination by the 2010 Equality Act. Struggling to get back to your car could be legitimate grounds for appeal.
Your car had broken down If you got a ticket whilst waiting for your car to be towed or fixed, you have strong grounds for appeal. The ticket issuer should have understood that you physically couldn’t move it.
You were only just out of time Late by just 5 or 10 minutes? You can appeal as you are entitled to a ‘grace period’ after your parking time runs out.

How much is a Liverpool council parking fine?

Liverpool council parking fines are either £70 or £50, depending on how serious the contravention is. 

For example, if you park in a restricted street during prescribed hours, you get the higher fine issued at £70, parking longer than permitted is the lower rate of £50. 

Liverpool council has a long list of PCN codes you can check which one your parking fine relates to. 

You have 28 days to pay the fine in full, or you can pay within 14 days to receive a 50% discount, making the penalties £35 or £25

Liverpool parking regulations

Liverpool, like other regions in the country enforces parking restrictions under the Road Traffic Act and the Traffic Management Act 2004.

There are the following restrictions in the city:

  • No parking zones
  • Time-limited parking
  • Residential zones
  • Pedestrian-only zones
  • Council-operated car parks

Why are parking restrictions in place?

Parking restrictions help keep traffic flowing, but also it also maintains safety for drivers and pedestrians.

The various parking zones and council-run car parks also reduce the time drivers spend searching for places to park, which in turn could help reduce emissions.

Can I appeal my Liverpool parking fine after I get an NtO?

Yes, you have the right to appeal after you have received an NtO.

If you do not pay the fine or make an informal appeal within 28 days, an NtO will be served. 

Once you receive an NtO, you must submit a formal challenge. A formal challenge can be made online

Here are several example reasons that will be accepted as a formal challenge, including: 

  • The contravention did not happen
  • The vehicle in question was stolen
  • You are not the owner of the vehicle
  • The traffic order is invalid

You can expect the outcome of your formal challenge to be determined within 56 days of receipt

If your formal challenge is rejected, you can appeal to the Traffic Penalty Tribunal. But, if your challenge is accepted, you will not have to pay. 

Note: sometimes, they will respond via email, which can land in your junk mail. 

You will be issued a Charge Certificate if you don’t pay your fine or send an informal or formal challenge. This Certificate increases the fine by 50% and means you can’t appeal until you receive an Order for Recovery in the post.

A Liverpool parking fine and a private parking charge notice differ depending on where you park and who is responsible for that car park. Parking Charge Notices and Penalty Charge Notices are two different things. 

Private businesses like NCP are responsible for the parking charge notifications. Local authorities issue penalty charge notices.

Council penalty charge vs private fines

A council Penalty Charge Notice is an official ‘fine’ that authorities can issue under UK law making them immediately enforceable.

A private Parking Charge Notice is an ‘invoice’ a car park management company raises for a breach of contract for not following their T&Cs.
