What is ANPR?
Automated Number Plate Recognition (ANPR) converts a number plate’s image into optical character recognition (machine-encoded text).
The technology is used across:

- ANPR-specific cameras

ANPR commonly records entry and exit times. That elapsed time can include queuing or other activity and does not always equal the time parked.
Check whether the images and timestamps accurately show your visit and support the alleged breach.
A missed intermediate image can sometimes pair the first entry with a later exit across separate visits. This is a possible error, not what necessarily happens whenever you visit twice.
Do you have to pay their fine?
A private operator’s ANPR-based Parking Charge Notice is normally a contractual demand. ANPR itself is a technology, not a single issuer.
They are seen as invoices from the company for breaching the conditions of using the car park. You agree to these conditions when entering the car park, as should be stated on car park signage.
A valid private parking debt can be owed before a court judgment. Check the parking terms, evidence, amount and whether the person pursued is legally liable.

Explanation of ANPR PCNs
This guide focuses on private contractual parking charges supported by ANPR evidence. Councils and police also use cameras under different legal powers.
These are private parking fines as opposed to council parking fines. They could be left on your vehicle if there’s a parking warden present, but due to the use of cameras, this is unlikely.
A private operator may use the registration number to request DVLA registered-keeper details where permitted. Those records do not automatically identify the driver or legal owner.
For keeper liability under Schedule 4 of the Protection of Freedoms Act 2012 in England and Wales, a notice without an earlier notice to driver normally must be delivered within 14 days after the parking period. If a compliant notice to driver was first given, the keeper notice normally must be delivered on days 29–56 after that notice. Other conditions also apply. A late notice does not automatically remove any liability of an identified driver.
The applicable industry code generally sets a £100 initial-charge ceiling, with qualifications and transitional rules.
The government’s 2022 statutory parking code was withdrawn. Its proposed £50/£70 caps did not become a universal current legal limit.

How do you appeal?
Appeal to the actual operator using the notice’s deadline and evidence. Response requirements depend on the applicable code. Eligible BPA rejections generally use POPLA and IPC rejections IAS, normally within 28 days after rejection; follow the actual notice.

What evidence can support an ANPR appeal?
Explain the actual error or legal issue. A payment record, evidence of separate visits or a registration misread may be relevant, but no generic excuse guarantees cancellation.
Other issues to assess against the relevant conditions include:
- Check the applicable industry code and site terms. A departure grace period can apply after a permitted parking period, but there is no unconditional ten-minute right to park in breach of any restriction. Consideration time on arrival and departure grace are different.
- You broke down and were waiting for assistance
- You had no way to pay (photos of out-of-order machines will be necessary)
- You had a medical emergency
Evidence helps, but an absence of photographs does not automatically mean you must pay. Assess the available records and legal grounds before deciding.
