What are Edinburgh parking tickets?
Edinburgh parking tickets could refer to a parking ticket issued by Edinburgh Council, or it could refer to a private parking ticket issued by a company in Edinburgh.

How do I pay a parking ticket in Edinburgh?
The City of Edinburgh Council offers motorists multiple ways to pay their Penalty Charge Notice, including:
- Over the phone
- Sending a cheque in the post
- Online using their PCN payment portal

You’ll need this to ensure the payment goes towards your fine. The PCN reference number is located at the top of your parking ticket.
If you have lost this you can request a new reference number from Edinburgh Council via the link above.
It will take two working days to receive the new PCN number.

How do you get out of a parking ticket in Edinburgh?
The only way to get out of paying a parking ticket from Edinburgh Council is to appeal it and win your case.
You must challenge any Edinburgh PCN within the first 28 days of receiving it.
You aren’t allowed to challenge the PCN after 28 days. You’ll have to accept the inflated fine if you haven’t paid by this stage.
What happens if you don’t pay an Edinburgh Penalty Charge Notice?
Not paying a Penalty Charge Notice within 28 days will result in a charge certificate being sent out.
A charge certificate increases your fine by 50%, so you may now owe as much as £195.
This could escalate into a court order and even debt enforcement action, including the use of bailiffs.

Edinburgh parking ticket appeal
There are two methods to appeal an Edinburgh PCN.
You can make an informal appeal or a representation (formal challenge).
People who were served the parking ticket by finding it on their vehicle have to make an informal appeal. Only if that is rejected can they make a representation.
Representations consist of a written argument against the parking ticket, citing any reasons and excuses for the contravention to be cancelled.
This should be supported by evidence if at all possible, such as a video or photograph.
PCN Common Defences
By selecting a defence that aligns with your circumstances, you improve your chances of successfully challenging the penalty charge notice.
There are a few common PCN defences that you can use if you decide to appeal your ticket.

| You were parked correctly | By law, your ticket should be cancelled if you haven’t broken any parking laws. |
| Unclear, incorrect, or missing signage | It is a legal requirement that all parking areas or roads with parking restrictions have clear road markings or signage. You also have a good defence if your ticket was sent in the post, but there were no signs warning of CCTV or ANPR systems when you parked. |
| You had no way to pay | You can appeal your ticket if you can prove that the only available ticket machine was broken or damaged. You also won’t win your appeal if there is a sign telling you not to park if there is no way of paying. |
| It wasn’t you who committed the parking infraction | The ticket should be cancelled if you didn’t commit the parking infraction as someone else was driving your car. |
| You couldn’t get back to your car | People with some disabilities or small children are protected from discrimination by the 2010 Equality Act. Struggling to get back to your car could be legitimate grounds for appeal. |
| Your car had broken down | If you got a ticket whilst waiting for your car to be towed or fixed, you have strong grounds for appeal. The ticket issuer should have understood that you physically couldn’t move it. |
| You were only just out of time | Late by just 5 or 10 minutes? You can appeal as you are entitled to a ‘grace period’ after your parking time runs out. |

You can decide to accept their decision and pay the PCN, or you can continue your appeal.
You are allowed to escalate the appeal to an independent tribunal.
This tribunal will reassess your appeal and make a final decision in favour of the council or yourself. This is the final step in the appeal process but could be worth considering if you’re adamant you shouldn’t have to pay.
