Receiving an unexpected letter from a debt collector can be worrying. You might be asking where this debt has come from, should you pay it, or whether it’s even real. If this sounds familiar, don’t panic. We’re here to help.

This guide explains how to verify a Bluestone demand, distinguish tax from other debts and find the appropriate help. HMRC’s published agency list, updated on 4 September 2026, does not include Bluestone. Check any claimed HMRC appointment directly with HMRC before paying.

In this article, we’ll explain:

  •  Who Bluestone Consumer Finance Limited are and why they might be contacting you.
  • How to check the account and why ordinary limitation rules cannot simply be applied to tax.
  •  What your rights are and what actions Bluestone can take.
  • When a court judgment may affect your credit record.
  •  What your next steps could be, including how to arrange payment or complain if needed.

By the end, you’ll know more about Bluestone and feel more in control of your situation. Let’s start exploring your options.

Could you legally write off some debt?

Understand your situation

Once you know who you’re dealing with, it’s time to focus on getting to grips with your situation. There are a few things that you need to consider at this stage:

Do you owe the money?

The first thing you need to confirm is whether or not you owe the money that they’re claiming you do. When they write to you, they should outline all of the necessary details. However, you want to make sure that the information is correct. You should also compare it to your own records.

Follow our ‘prove it’ guide with letter templates and get them to prove that you owe the money.

Is it statute-barred?

For many simple-contract debts in England and Wales, the limitation period is six years from the relevant cause of action, subject to payment, written acknowledgement and court-proceeding rules. Many Scottish obligations prescribe after five years under different rules. Debt type and history matter; age alone does not establish that recovery is barred.

For an ordinary simple-contract debt in England and Wales, limitation generally restricts the court remedy rather than cancelling the balance.

Many Scottish obligations can instead be extinguished by prescription. Obtain advice on the debt type and history before assuming either rule applies.

Keep in mind that not all debts become statute-barred!

In England and Wales, the ordinary Limitation Act time limits do not apply to proceedings to recover tax or duty. Other HMRC-administered debts, such as tax-credit overpayments, need separate assessment. Judgments also have different rules and do not automatically expire after six years.

Can you afford to pay?

Check whether you are liable and what you can afford after essential costs and priority commitments. Ask for an affordable arrangement if the valid balance cannot be paid in full.

Know your rights

Bluestone’s website identifies it as a business name of Bluestone Consumer Finance Limited. Regulatory protection and complaint jurisdiction depend on the underlying activity; government debts are not automatically ordinary regulated credit debts. See related guidance.

There are many things debt collectors can’t do, so please check out our article on your rights to avoid being caught by surprise. Here’s a quick table summarizing the key aspects.

Debt collectors may Limits and protections
Contact you to seek payment For regulated consumer credit, contact must be at reasonable times and respect reasonable requests about when, where and how you are contacted.
Ask to discuss the debt at a home visit A collector has no bailiff powers, cannot force entry or take goods, and should leave when asked.
Explain possible court action They must not mislead you about their powers or threaten action they cannot lawfully take.
Discuss an affordable repayment or settlement Get agreed terms in writing and obtain free advice if you dispute the debt or cannot afford payments.
A creditor may seek a separate court enforcement order A CCJ alone does not give a collector access to your bank account. A third-party debt order requires a separate court process.
A creditor may assign a debt Check who owns it and who is authorised to collect; do not disclose payment details to an unverified caller.
Make proportionate follow-up contact Harassment is prohibited. Requests about contact must be considered; necessary legal notices may still be sent.

Your rights

There are a few things that are worth knowing when it comes to dealing with any debt collectors. These can make sure your rights are protected at all times:

  • They cannot verbally or physically harass or abuse you
  • Collectors must handle information lawfully and avoid inappropriate disclosure to family, colleagues or neighbours. They may communicate with an authorised adviser or representative, and other lawful disclosures can be permitted.
  • They cannot force entry into your home or seize your belongings
  • They cannot pretend to have legal powers that they don’t have – like the right to enter your home.

An ordinary debt collector has no power to force entry or take goods. It may request a voluntary visit or payment, but you can refuse entry and ask it to leave. Bailiff enforcement requires separate lawful authority. HMRC’s own officers have separate statutory enforcement powers. HMRC says its appointed private collection agencies do not visit homes or workplaces.

Actions they can take

Ordinary collectors can request payment and contact you lawfully. A private agency handling an HMRC debt is subject to HMRC’s specific contact restrictions, while other creditors may use different arrangements.

Interest, penalties or charges need a contractual or statutory basis. Government debts may carry statutory charges rather than charges created by an original credit agreement. Request an itemised balance.

A creditor may issue court proceedings where appropriate, but ignoring a letter does not automatically produce a CCJ. HMRC also has statutory recovery routes that do not all require a CCJ.

A CCJ is a County Court judgment in favour of the claimant. Bluestone may be acting for the creditor rather than being the business to which the underlying money is owed.

Read the judgment’s payment terms and obtain advice promptly if you need to apply to vary them or challenge a default judgment. A CCJ normally stays on the register and credit file for six years from judgment. Paying the full judgment within one calendar month can allow the entry to be removed; paying later normally marks it satisfied rather than removing it. The debt does not automatically expire when the entry disappears.

Contact must be reasonable and privacy protected. FCA consumer-credit rules restrict workplace visits without explicit consent. HMRC’s appointed private collection agencies do not visit your home or workplace.

Will They Give Up Chasing?

A collection letter does not by itself prove that a debt is enforceable. Limitation and prescription rules depend on the debt, where you live, payments or acknowledgements and whether court action has already been taken. The Debt Advice Service can explain your options, including their benefits, costs and risks. Options available depend on your circumstances. There’s no obligation to take a debt solution.

Can You get a debt solution?

The options below concern personal debts. A company’s liability, such as its Companies House late-filing penalty, is not automatically the director’s personal debt and cannot simply be placed into the director’s IVA or DRO. See related guidance.

Ask a free debt adviser or suitable business-debt adviser to check liability, priority and the available options. For tax arrears, discuss Time to Pay with HMRC; for a disputed assessment or company penalty, use the relevant official challenge route.

Their advisers will be able to walk you through your options and make sure that you are choosing the best debt solution for you.

Debt Management Plan (DMP)

A DMP is an informal debt solution that lets you pay off your debts via a single monthly payment.

A DMP usually aims to repay included unsecured debts in full. It is voluntary and does not guarantee frozen interest or protection from court action. Priority tax debts generally need separate attention.

Individual Voluntary Arrangement (IVA)

An IVA is a formal insolvency arrangement managed by an insolvency practitioner. Your proposal sets out payments, any assets involved and fees. Once approved, it binds the creditors and debts covered by it and restricts recovery action; it is not a blanket ban on necessary correspondence.

Many IVAs involve payments for five or six years, but the agreed term varies. Qualifying unpaid debt is normally released only on successful completion. An IVA affects your credit record, may involve assets or home equity, and can fail if its terms are not met.

IVA suitability depends on your debts, affordable contributions or available assets, fees and creditor approval. There is no universal rule that you must owe several thousand pounds to more than one creditor. Get independent debt advice and compare other options before agreeing to an IVA.

Trust Deed

IVAs are not available in Scotland. A Scottish money adviser can compare a protected trust deed, the Debt Arrangement Scheme, sequestration and informal arrangements; a trust deed is not compulsory.

A protected trust deed is a Scottish insolvency arrangement, usually lasting at least four years of contributions. It can discharge qualifying unpaid debt on successful completion, but fees apply and your home or other assets may be at risk. Covered creditors cannot pursue payment outside it, but can still send required documents.

Debt Relief Order (DRO)

In England and Wales, a DRO may suit an eligible non-homeowner with low surplus income, limited assets and qualifying debts within the £50,000 limit. Detailed income, asset, vehicle and residence rules apply. An approved debt adviser checks eligibility and submits the application to the Insolvency Service.

During a DRO, included qualifying debts are protected from most recovery action under the moratorium rules. This is not a ban on every necessary communication, and excluded debts and ongoing bills still need attention.

A DRO normally lasts 12 months. If it remains in force, the qualifying debts listed in it are normally discharged at the end. You must report relevant changes and continue paying ongoing bills and excluded debts, such as court fines and student loans.

Bankruptcy

If you have debts but no realistic possibility of ever paying them off, you may need to declare bankruptcy.

Bankruptcy has an unfair stigma attached to it as it may be your only way of getting a financial fresh start. That said, it is a serious financial situation that should not be taken lightly.

Sequestration

Sequestration is Scottish bankruptcy. An approved Scottish money adviser can assess eligibility for the Minimal Asset Process (MAP), a form of sequestration, and compare other suitable options. Eligibility and consequences must be checked; it is not automatically the best choice for everyone with a low income. See related guidance.

How Can You complain about Bluestone Credit Management?

Complain about unreasonable conduct to Bluestone and, where appropriate, the creditor. FCA rules and Financial Ombudsman eligibility depend on the activity rather than simply the collector’s company name. See related guidance.

Make your first complaint to Bluestone so that they have the chance to sort out the issue themselves. If you feel that they have not taken your complaint seriously enough or have not addressed your issue properly, you can escalate matters.

Where the Financial Ombudsman has jurisdiction, escalation is normally available after a final response or eight weeks, usually within six months of the final response. HMRC accepts complaints about its appointed collection agencies; a dispute about the tax itself should follow the appropriate HMRC review or appeal route. Companies House has its own late-filing penalty appeal process.
